PROFESSIONALLY SIGNIFICANT PEDAGOGICAL QUALITIES OF AN OPERATING OFFICER OF THE PENAL SYSTEM AS AN ESSENTIAL CONDITION FOR THE EFFICIENT SERVICE

Background. The current state of law-enforcement is characterized by a variety of different trends. Not an exception is the penal system of Russia, which is current-ly at the stage of reform, entailing a concentration in correctional institutions of convicted persons, who have sustained criminal aspirations, demonstrating a profound social neglect. Such state of affairs determines special requirements for employees of operational units of correctional institutions, which bear the primary law-enforcement function. The purpose of the work is to substantiate the need to form professionally significant pedagogical qualities of operating officers of the penal system on the basis of the analysis of contemporary statistical data.
Materials and methods. The research goals were achieved through the consistent study of statistical data of the Federal Penal Service of Russia since 2003 and up to the present time. The methodological basis of the work included such methods as the study and generalization of factual data, analysis and synthesis of scientific and theoretical information, which allowed to provide the necessary scientific level of the article.
Results. The article emphasizes and substantiates the close relationship of the professional consistency operating officers with their humanistic competence, for-mation of the humanistically-oriented worldview. The author reasonably states the interdependence of the presence of generated pedagogical qualities in an operating employee of the penal system and the efficiency of his/her performance.
Conclusions. The research of the current law-enforcement practice and profes-sionally significant qualities of operating employees of the penal system has allowed to reasonably conclude about the necessity of purposeful formation of professionally significant qualities of teaching as the key to successful performance.
